I mostly agree. In fact I'd stretch that concept even further and say you can pretty much define where a superhero is on the pecking order by how many good villains they have. Everybody else: Have pretty much no consistent rogue's gallery to speak of, and often need to rely on borrowing villains from elsewhere, and constant crossover cameos in order for their books to even last long.

I think that would pretty definitively cement him as Aquaman's Archenemy, even before Johns revamped their rivalry into something far more personal. Isn't Martian Manhunter's Archenemy Ma'alefa'ak, his brother? And I guess with the former, you have a rich, aristocratic, Supervillain versus a bleeding heart liberal who fights for the little guy.

I think Simone did a good deal to develop Lady Shiva as, to some degree, Black Canary's Archenemy, and the two of them are reflections of each others as two of the best martial artists in the DCU, who lived very different lives and became very different people. Oracle and Calculator in Simone's Birds of Prey run deserves mentioning as well, and there you have the heroes' computer genius versus the villains' computer genius.

I feel like the reason it's been tough for dc to establish a definitive 7th member Cyborg or MM , is because they both lack a lot of what the other 6 have, like being associated with notable supporting characters, iconic locations, their own villains, and of course good solo stories.

I've heard Despero being offered as an arch villain for J'onn. How well does he hold up?
